1. Background

Under the overall authority of the Assistant Director-General for Education (ADG/ED), and the direct supervision of the Director of the UNESCO IITE in Moscow, and in close cooperation with the staff (directors, chief of sections, programme specialists) in Education Sector (ED) at UNESCO Headquarters (HQs) and in the field offices, the incumbent will serve as UNESCO Senior National Project Officer in Education. The incumbent will work within the framework of UNESCO's Medium-Term Strategy for 2018-2021 and the Programme and Budget (39 C/5) as well as in accordance with the Statutes and the Medium-Term Strategy of the UNESCO IITE for 2018-2021.

The post incumbent will be responsible for teacher professional development and networking with UNESCO ASPnet schools with a special focus on the development of ICT competencies for teachers and schools in the framework of IITE’s global activities. S/He will lead the work of the team. The post incumbent will assist Member States, ,in developing national policy on ICT competency for teachers and schools, conducting training programmes for teachers and education administrators, developing an online training platform and digital resources. Two special priorities for the post incumbent will be education for persons with disablities and ASPnet schools.

2. Duties and Responsibilities

  • ICT competency for teachers and schools/colleges

Assist Member States in the development and implementation of policies for promoting ICT competency for teachers and schools/colleges in basic and technical and vocational education and training (TVET), produce reports based on collection and analysis of relevant data.   

Organize training activities for teachers and school/college administrators for promotion of ICT competency, empower teachers and education administrators with ICT-enabled innovative pedagogy.

  • ICT in inclusive education for persons with special needs

Empower teachers and schools with advanced technologies and ICT-enabled innovative pedagogy for special education of persons with disabilities.

Work closely with educational organizations and IT companies as well as policy makers to set up best practice examples and conduct research on the integration of ICT in education for persons with disabilities.

  • Strengthening digital skills of UNESCO ASPnet schools

Contribute to the development of UNESCO ASPnet communication platform that will provide all ASPnet schools opportunities for interactive real time communication, training and experience sharing.

Strengthen digital skills among ASPnet schools through training and networking to enable them to become pioneers of innovative use of ICT in achieving SDG4.

  • Online training platform and resources for teachers

In collaboration with partners from public and private sector, develop online training resources and a platform (including versions for mobile device users) for teachers to provide knowledge and technical support, strengthen their ICT competency and sharing of experiences.

Collect and analyse data on teaching and learning behaviours enabled and impacted by ICT, assist teachers and schools in analysis and self-evaluation of ICT competency.

  • Collaboration Partnership and fundraising

Establish and maintain partnership and cooperation with UN agencies, national commissions for UNESCO, UNESCO education sector, field offices and institutes, governmental and non-governmental organisations, educational and other institutions, donors and partners from private sector, particularly UNESCO International Teacher Taskforce and UNESCO ASPnet, for joint programming and resource mobilization.

  • Programme coordination and implementation

Ensure effectiveness of programme implementation within the section of Teacher Professional Development and Networking at IITE through planning, budgeting, coordinating, implementing and monitoring, and reporting on programme activities as well as team working and developing partnerships in and outside of the IITE.

  • Management of team

Manage and supervise the staff of the team in the implementation of the workplans.



Advanced university degree (equivalent to Master) in education, social sciences or any related fields. 

Work Experience

  • Minimum 7 years of progressively responsible relevant professional experience in the field of ICT in education, educational policy, educational planning, educational management or education sector analysis;
  • Experience in managing staff and teams;
  • Experience in planning, implementing and managing programmes and/or projects in the field of education, including programmes and projects related to ICT in education, educational planning, educational management or education sector analysis.
  • Experience in working closely with Ministries of Education at central and local levels


  • Excellent organization and planning skills;
  • Integrity and fairness, cultural, gender, religion, nationality and age sensitivity;
  • Sound knowledge in both pedagogy and the use of ICT in education, particularly in the area of policy and research;
  • Ability to participate effectively in high-level negotiations and to build and maintain partnerships with internal and external stakeholders, including government official;
  • Ability to work with a team and maintain effective working relationships in an international, multicultural and interdisciplinary environment;
  • Excellent written and oral communication skills. Ability to communicate effectively and persuasively, both orally and in writing;
  • Solid computer skills including advanced knowledge of office software and knowledge of database and analytical tools software.


  • Excellent knowledge (written and spoken) of English and Russian.



Advanced university degree (equivalent to Master) in the field of ICT in education, educational policy, educational planning, educational management or education sector analysis.

Advanced University degree (Ph.D. or equivalent) in the field of education or related area with a focus on ICT in education.

Work Experience

  • Work experience in education policy formulation and planning with an international organization.


  • Good fund raising and resources mobilisation skills.
  • Familiarity with the work and functioning of the UN System;
  • Knowledge of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) and, in particular, SDG 4;


  • Working knowledge of French.


UNESCO’s salaries are calculated in RUB and exempt from income tax.
